I'm striking a delicate balance with a corporate install of Windows 10, and part of the selling feature to my IT security folks was that we wouldn't be using anything other than Microsoft tools to tinker with the Windows Registry. So I wasn't able to reproduce what you're experiencing, but I was able to install WSL on another user account that doesn't have admin privileges, without using the store. This solution worked beautifully in a computing labs computer, but is spitting out this error How am I supposed to code for class projects on these terminals lol?
Edit: I see, on this machine I cannot enable the "Windows Subsystem for Linux", while on the other machine it was probably enabled.
